Fatigue crack on the structural strength of ships with the weakening effect can not be ignored in past studies, mainly from the perspective of the fracture mechanics analysis of fatigue crack stress field, while the limit for the static strength of cracked plate of relatively small. Based on the limited element on the basis of a rectangular plate eccentric cracks the stress intensity factor and the ultimate tensile strength were analyzed. For the eccentric crack stress intensity factor, the calculation method effectively simplified  proposed a large unit finite element model, and for the analysis of crack eccentricity on the stress intensity factor. For the eccentric crack ductility board with plastic finite element calculations for a large number of combinations to analyze the relative crack length, material yield ratio and the crack eccentricity degree on the board of the tensile ultimate strength, and gives a convenient formula for calculating the regression.
